Your application stalls and you must cancel and refile at the correct consulate. Jurisdiction is determined by your legal residence address, not where you bought the flight or where you transit through. Consular districts in the US split cleanly: Buffalo files New York, Seattle files Los Angeles, Houston files Houston, Chicago files Chicago, San Francisco files San Francisco, Washington DC files the Embassy. Mismatched applications get rejected at the document review stage and your service fee is forfeited. There are two cancellation paths depending on application status. While status shows 'Under Review' you can cancel online: open the COVA portal, click View, then Cancel Application, give a reason, and confirm. The visa center clears the cancellation within 1-3 working days at no fee. Once status reads 'Online Review Completed', cancellation requires an in-person visit to the CVASC by you or an authorized agent, and a service fee applies (effective January 1, 2026). The visa fee itself may be waived in this case but the service charge of roughly USD 40 is not. Two passport-level limits matter. Cancelling twice within a short window using the same passport locks new applications for 30 days, so do not stack errors. After successful cancellation, file a fresh COVA at the right jurisdiction.
